What is a punter (I think that is the correct spelling)?

I'm an American and I watch a lot of British television and they keep mentioning the word punters. Just wondering what it means. I've checked urban dictionary but they don't seem to have it listed. Can anyone help?What is a punter (I think that is the correct spelling)?
