Is there any rhyme-dictionary based on pronunciation spelling out there?

Anyone know a dictionary that is based on a pronunciation spelling system like IPA or SAMPA? there's a lot of backwards-dictionaries that only show you words that rhyme based on spelling.

example, the words "miracle" and "lyrical" rhyme perfectly but no rhyming dictionary "knows" that.

based on their pronounciation spelling, [藞m瑟r蓹k蓹l] and [藞l瑟r瑟k蓹l] you can see that it's easy to find words with similar ending this way :)Is there any rhyme-dictionary based on pronunciation spelling out there?
My rhyming dictionary includes 'cousin' rhymes; rhymes that are close, but not exact, but could be used as a caliber of cheat.

This is one reason I left rhyming poetry and went blank
